Under current law, board members represent various municipalities and transit agencies across Alameda and San Joaquin counties, including cities like Dublin, Livermore, Tracy, and Stockton, as well as regional transit operators. The proposed modification maintains the board's size while shifting representation from the special district to the municipal government level for the Mountain House community.
As the change creates new duties for the City of Mountain House, the bill establishes a state-mandated local program. The legislation includes provisions for state reimbursement of any mandated costs to local agencies, subject to review by the Commission on State Mandates and existing statutory procedures for such reimbursements.
