Assembly Member Petrie-Norris's legislation seeks to permanently establish Southern California Edison's Quick Reaction Force (QRF) firefighting helitanker program under the Office of Emergency Services' management. The program, which has operated since 2020, provides aerial firefighting support across fifteen Southern California counties served by Southern California Edison.
The measure would formalize the QRF program's role within California's emergency response framework while maintaining its existing funding structure through Southern California Edison. Under current law, the Office of Emergency Services coordinates emergency services and maintains a joint powers agreement with the Department of Forestry and Fire Protection for wildfire mitigation, while electrical corporations must maintain equipment and develop emergency preparedness plans to minimize wildfire risks.
According to the bill's findings, fire agencies within Southern California Edison's service territory have incorporated the QRF program into their wildfire response strategies since its inception. The Office of Emergency Services would assume ongoing maintenance and administrative oversight of the program, working alongside existing fire agencies and the Department of Forestry and Fire Protection to coordinate aerial firefighting operations. The legislation requires no new state appropriations, as Southern California Edison would continue to fund the program.
