Senator Allen's proposal to restructure the Los Angeles County Metropolitan Transportation Authority board would expand its membership from 14 to 18 directors beginning January 1, 2029. These appointments continue to be made by the Los Angeles County City Selection Committee through population-weighted voting among cities in each sector. The bill also retains provisions requiring board restructuring if Los Angeles City's population falls below 35% of the county total, in which case one mayoral appointee would be replaced by an additional city representative.
Under the measure, LA Metro must submit plans to the Legislature within 60 days to revise board composition if the county charter is amended to change the number of supervisors or eliminate the county executive position. The bill designates these new administrative requirements as state-mandated local programs, making Los Angeles County eligible for cost reimbursement through established statutory processes.
