Senator Alvarado-Gil's Wildfire Smoke and Health Outcomes Data Act directs the California Department of Public Health to create a statewide platform integrating data on wildfire smoke exposure and related health impacts by July 2028. The integrated system will combine information from federal, state, and local agencies to track air pollution concentrations, population exposure levels, and adverse health outcomes attributed to wildfire smoke.
The legislation requires the Department of Public Health to work with the Department of Forestry and Fire Protection and the Wildfire and Forest Resilience Task Force to develop standardized protocols for data sharing, quality control, and documentation. The platform must incorporate smoke emission inventories from developed areas, methodologies for estimating pollution from human-made materials, and tools to analyze impacts from individual wildfires. These agencies may utilize existing open-source and external data sources to implement the system.
To support these efforts, the bill establishes the Wildfire Smoke and Health Administration Fund, which will be available upon appropriation to the participating agencies for data collection, management and enhancement activities. The Department of Finance will create a standardized agreement allowing voluntary donations to the fund from individuals, organizations, educational institutions, and government entities. By the 2028 implementation deadline, the Department of Public Health must also publish the data protocols and a strategic plan detailing the platform's management approach.
