Senator Cervantes proposes shifting administration of California's Comprehensive Perinatal Services Program from the Department of Public Health to the Department of Health Care Services, while establishing new oversight mechanisms and data collection requirements.
The legislation transfers all program powers, duties, and responsibilities to the Department of Health Care Services effective January 1, 2026. The department may establish memoranda of understanding with Public Health to implement the transition. All existing contracts, regulations, and agreements remain in force, with Health Care Services assuming Public Health's obligations. The bill requires transfer of all program financial records and accounting documents between departments.
To enhance program monitoring, the Department of Health Care Services must submit triennial reports to legislative health committees identifying providers conducting program reviews. The department must also develop systems ensuring providers offer services to all eligible Medi-Cal members and create standardized forms for expanded perinatal services data collection.
The transfer aligns with recommendations from a 2023 State Auditor report examining program operations. The legislation preserves current program goals of reducing maternal and infant mortality while preventing premature births and low birth weights through comprehensive prenatal care delivery.
