Assembly Member Lackey's proposal to expand California Interscholastic Federation (CIF) reporting requirements would add sports-related head injuries and other medical conditions requiring clearance for athletic participation to the organization's mandatory health and safety disclosures.
The legislation requires CIF to include detailed information about concussions and injuries sustained during competitions, practices, and training camps in its periodic reports to the Legislature and Governor. These reports, submitted every seven years, currently cover topics such as gender equity, coaching quality, and incidents of discrimination or harassment in secondary school athletics.
The Department of Education would develop a standardized incident form by January 2025 for tracking these injuries, along with cases of racial discrimination, harassment, and hazing at high school sporting events. Local educational agencies participating in CIF would need to post this form on their websites by April 2025 and establish procedures for form submission. The department would publish aggregated statewide data annually while maintaining individual privacy protections under public records laws.
