Assembly Member Addis's proposal to integrate firearm safety education into California's hunting license process would require the Department of Fish and Wildlife to provide comprehensive firearms information to all license purchasers starting July 1, 2027.
Under the measure, hunting license recipients would receive materials covering five key areas: safe firearm storage practices, child access prevention laws, parental liability regarding children's firearm access, basic California firearm regulations, and procedures for legally transferring or relinquishing firearms. The Department of Fish and Wildlife, in partnership with the Department of Justice, would develop regulations to implement these requirements and could include additional educational content with hunting licenses.
The proposal adds these requirements to existing hunting license provisions, which currently authorize the Department of Fish and Wildlife to issue annual licenses that remain valid from July 1 through the following June 30, as well as lifetime licenses for state residents. The measure maintains current license fee structures and eligibility requirements while incorporating this new educational component into the standard licensing process.
