Firearms Regulation

Requires in-person sales of firearm barrels through licensed dealers with background checks starting July 1, 2026. Mandates dealers to record and electronically submit detailed transaction data to the Department of Justice. Establishes penalties of up to one year in jail and $10,000 fines for violations. Exempts law enforcement agencies, military personnel, and buyers already undergoing firearm background checks.

Requires courts and Department of Justice to track and verify transmission of all protective orders. Mandates records of protective orders be provided to authorized parties within one business day. Requires courts to implement electronic request systems for protective order records by January 2027. Makes protective order transmission records publicly available while protecting personal identifying information.

Establishes a pilot program allowing district attorneys in El Dorado and Ventura counties to request gun violence restraining orders. Requires courts to notify the Department of Justice when firearms are ordered to be disposed of under restraining orders. Mandates participating counties to report program data annually to UC Davis for evaluation through 2032. Authorizes courts to issue restraining orders preventing firearm possession for up to five years with renewal options.

Requires hunting license purchasers to receive firearm safety and legal information starting July 2027. Mandates education on safe storage, child access prevention, and basic firearm laws for hunters. Authorizes Fish and Wildlife Department to create additional firearm safety requirements for licenses.

Expands divorce restraining orders to prevent both parties from letting insurance policies lapse starting January 2027. Requires parties to maintain all insurance coverage for themselves and children during divorce proceedings. Prohibits changes to insurance beneficiaries without written consent or court approval. Mandates 5-day advance notice to the other party before making any extraordinary expenditures.

Requires firearm owners to complete an 8-hour safety training course with live-fire exercises starting July 2027. Mandates firearm importers to obtain a safety certificate within 60 days of bringing firearms into California. Establishes new training requirements covering firearm laws, safety, mental health, and conflict resolution. Creates penalties for importing firearms without obtaining proper safety certification.

Prohibits licensed firearms dealers from selling pistols that can be converted into automatic weapons starting January 2026. Establishes fines up to $5,000 and license revocation for dealers who violate the ban on convertible pistols. Expands the legal definition of machine guns to include pistols equipped with conversion devices. Exempts law enforcement agencies and specific private transfers from the new restrictions.

Extends concealed carry license validity from 2 years to 3 years in 2026 and 4 years starting 2027. Limits employment-based concealed carry permits to 90 days and restricts use to the issuing county only. Requires employment-based permit holders to notify local authorities and get dual approval for renewals.

Expands concealed carry license requirements for both residents and non-residents, including mandatory training and background checks. Increases firearm purchase limit from one to three guns per 30-day period, subject to future court decisions. Prohibits carrying firearms in numerous new locations including public transit, hospitals, and places of worship. Requires dealers to post expanded safety warnings and mental health crisis information in their stores.

Expands concealed carry permit eligibility to include spouses of registered firearm owners. Establishes strict disqualification criteria including gang membership and substance abuse history. Requires comprehensive background investigations including character references and public record reviews. Limits licensees to carrying no more than two firearms and prohibits alcohol consumption while armed.

Expands unsafe handgun training requirements for county probation officers using service weapons. Requires unsafe handguns in unattended vehicles to be stored in locked containers or trunks. Imposes fines up to $10,000 for failing to report sales of unsafe handguns within 72 hours. Mandates the Department of Justice to maintain a database tracking all unsafe handgun transfers.

Requires individuals under protective orders to surrender both firearms and ammunition within 24 hours of service. Mandates courts to offer free remote appearances for protective order hearings starting July 2026. Requires law enforcement to seize ammunition along with firearms at domestic violence scenes. Establishes strict verification and reporting requirements for firearm and ammunition surrender compliance.

Expands security options for firearms dealers and manufacturers by allowing doors with panic hardware and multipoint locks. Requires latch guards and metal window coverings on new security door installations. Maintains existing penalties including license revocation for facilities that fail to meet security standards.

Establishes free electronic filing for restraining order petitions in California courts. Authorizes remote court appearances for restraining order hearings at no cost to participants. Requires courts to display electronic filing information prominently on their websites. Allows alternative service methods when respondents cannot be personally served after diligent effort.

Establishes a voluntary Do Not Sell List allowing California residents to block themselves from purchasing firearms. Requires the Department of Justice to implement the list system by November 1, 2027. Allows individuals to remove themselves from the list after a 14-day waiting period. Mandates that all registration information remain confidential and be destroyed 30 days after removal.

Extends firearm ownership bans until age 30 for juveniles convicted of serious offenses in juvenile court. Requires the state to mail firearm safety and legal information to new gun owners starting July 2027. Mandates inclusion of secure storage laws and suicide prevention resources in information packets. Uses existing firearms dealer fees to fund the new notification program.
